European Universities initiative and European University alliances Erasmus+ Programme

The Cyprus Agency for Quality Assurance and Accreditation in Higher Education (CYQAA) would like to inform all interested parties, the following:

Having examined the Council of the European Union’s document, under the title “Council conclusions on the European Universities initiative – Bridging higher education, research, innovation and society: Paving the way for a new dimension in European higher education (2021/C 221/03)”[1] CYQAA fully adopts the Council’s conclusions regarding “[…] the further development of the European university alliances as a flagship example for modern and inclusive higher education institutions of the future in Europe” and “that the alliances formed under the European Universities initiative constitute one important way of exploring deeper, larger-scale systemic cooperation, which can prove helpful for detecting and overcoming the obstacles to closer transnational cooperation by higher education institutions in the future.”

The European Council calls upon Member States “with full respect for Member States’ competences and with regard to the principle of subsidiarity, institutional autonomy, academic freedom and in accordance with national and regional circumstances” to,

[35] Work together at international, national and regional level, as well as between governments and institutions, to identify and remove, where necessary, the obstacles towards more compatible higher education systems and closer strategic alliances of higher education institutions, building on the extensive work that has already been developed through the EEA, the EHEA and the ERA,

and

[37] Identify and remove, where necessary, obstacles to a European approach for Quality Assurance of Joint Programmes, by reinforcing institutional linkages and procedures between evaluation, accreditation, and quality assurance agencies registered on EQAR, to find modalities of automatic mutual recognition, as well as by facilitating the implementation of quality assurance procedures and encouraging joint evaluation and accreditation of study programmes.

Within this framework the CYQAA Council has decided that for Programmes of study within the European Universities initiative the Agency will follow the same policy as other agencies in European countries for the programmes which will be selected by the European Commission. That is, the programme will be evaluated by only one agency which will be registered in EQAR, fully adopting, thus, the European Approach for Quality Assurance of Joint Programmes[2] which was approved by the European Higher Education Area (EHEA).

CYQAA should be officially informed for the selection and the operation of such joint programmes. The accredited European Initiative Programmes will be published on a special webpage on the Agency’s website and they will be announced by the Ministry of Education, Sports and Youth in the Official Gazette of the Government.

Participating Cyprus universities should send the official decision of the competent European body (European Education and Culture Executive Agency) to CYQAA.

CYQAA - Call for international experts in E-Learning in Higher Education

The Cyprus Agency of Quality Assurance and Accreditation in Higher Education (CYQAA) is issuing an open call for international experts who would be interested to participate in the upcoming external evaluations in Cyprus, starting in December 2022.

Selected experts will be included in the Agency’s database and notified. Experts included in the database should be ready to participate in short-term assignments for:

  • Programmatic evaluation
  • Departmental evaluation
  • Institutional evaluation

The assignment will consist of a preparatory stage, an on-site visit, the writing of the external evaluation report, and provision of feedback on the institution’s response if requested by the CYQQA Council. The visit to Cyprus, which includes the on-site visit to the institutions under evaluation and the writing of the external evaluation report takes from 2 working days up to 5 working days according to the size of the institution/department/number of programmes of study.

Application is open for candidates who fulfil the following criteria:

  • recognised qualifications at PhD level
  • status/rank of Associate Professor or Professor
  • experience in programme evaluation and/or department evaluation and/or institutional evaluation (i.e. participation in an external evaluation panel, implementation of quality management procedures in an institution of higher education or research center)
  • experience in research and teaching in the field of E-Learning in Higher Education
  • international experience in teaching, research or evaluation in the field of E-Learning in Higher Education
  • experience in the development, monitoring, methodology and review of E-Learning  programs in Higher Education
  • experience in the development, management and administration of E-Learning Units in Higher Education
  • participation in trainings on evaluation/accreditation or audit procedures
  • fluency in English

Selected candidates will receive a fee for their services, based on a daily rate. Travelling and accommodation expenses will be covered by the Agency.

The Cyprus Agency of Quality Assurance and Accreditation in Higher Education (CYQAA) is issuing an open call for international experts in the area of Student Welfare/ Student Affairs/ Student Counselling/Student Guidance  in higher education who would be interested to participate in the upcoming external evaluations in Cyprus, starting in December 2022.

Selected experts will be included in the Agency’s database and notified. Experts included in the database should be ready to participate in short-term assignments for Institutional evaluations.

  • experience in institutional evaluations (i.e. participation in an external evaluation panel, implementation of quality management procedures in an institution of higher education)
  • participation in trainings on evaluation/accreditation or audit procedures
  • fluency in English
  • international experience in evaluation/accreditation procedures will be considered as an additional asset.

Selected candidates will receive a fee for their services, based on a daily rate. Travelling and accommodation expenses will be covered by the Agency.

Cross-border QA Carried out by CYQAA - Policy and Guidelines

The ESG Framework

CYQAA fully acknowledges that the ESG provide a framework for all QA activities in the EHEA, and that they may be implemented in different ways in different contexts. For this reason, specific adaptations might be required based on the legal framework and the education system’s traditions and structure in the higher education setting where cross-border QA will be carried out. Any alterations to the agency’s procedures remain in line with the ESG and are made publicly available. 

Preparing for cross-border QA

A preliminary meeting between CYQAA and the institution ensures a shared understanding of the national and institutional context and the forthcoming QA process.

A formal agreement is signed between the two parties, outlining the aims of the procedure and responsibilities of all parties.

Conducting due diligence and gathering further background information supports successful cross-border QA. This may include CYQAA contacting the local QA agency to acquire information of previous external QA reports and decisions concerning the institution.

 Expert selection and Training for cross-border QA

CYQAA ensures the transparent and appropriate selection and training of its external evaluation experts. Specific training and briefing is particularly important if they are working in an unfamiliar context.

The institution’s representatives may participate in such trainings and briefings, conducted by CYQAA, so that they may also brief external evaluation experts on relevant contextual issues.

The institution, CYQAA and the external evaluation experts are sensitive to cultural and contextual differences.

The procedure for cross-border QA:

The practicalities of cross-border QA set out in the formal agreement between both parties which may include aspects such as language considerations and specificities of the site visit(s).

CYQAA conducts its external evaluation procedures in English and the working language of its external evaluation committees is English.

For this reason the institution should consider the time and resources required to provide, if necessary, translations of relevant documents and interpretation during the site visit(s). This is clarified in advance, during the arrangements for the site visit(s) and it is duly stated in the formal agreement between the two parties.

Communication between CYQAA  and the institution should address various issues, which may include, in addition to language aspects, the length of the site visit(s), time allocated for interviews, the selection of interviewees and matters of reporting.

Formal Recognition Process of cross-border QA decision:

CYQAA and the institution take into account any additional steps necessary for the formal recognition by the relevant national bodies of any decision following the completion of a cross-border QA procedure that is part of national mandatory QA. This may not be necessary in all settings.

Any national requirements or criteria should be addressed in the structuring and contents of the report to ensure its recognition if the process is part of the national mandatory QA.

CYQAA ensures the publication of and access to the full report.
